Abstract
The author Yavuz criticizes that the government has required the civil servants to work as guards against terrorists for 4 hours a day, in addition to their own working hours. He claims that this would hinder the officials from doing their own job. Moreover, they are trained neither to protect the office nor to catch the terrorists in case of an attack. Yavuz says that this is acceptable only if people are asked to serve voluntarily as auxiliary police in return for payment.
